The genesis of the Circle East District stems from comprehensive community studies conducted in 2015 and 2020. These studies highlighted the residents’ desire to rejuvenate their neighborhood by leveraging its proximity to University Circle, one of Ohio’s most dynamic employment hubs. The Cuyahoga Land Bank, in collaboration with the cities of East Cleveland and Cleveland, took the helm to actualize this vision, focusing on a 30-acre area that encompasses both cities.
Diverse and Sustainable Housing Options
Phase 1 introduces a mix of housing types to cater to a broad spectrum of residents. The plan includes the construction of 12 new townhomes and 22 single-family homes, featuring designs ranging from cottage and contemporary to traditional styles. These homes are approximately 1,700 square feet, with three bedrooms and two and a half bathrooms, and are equipped with modern amenities like rooftop solar panels and electric vehicle (EV) chargers.
Three development partners—Cleveland Bricks, Greenlight Builders, and Martin Premier Homes—have been selected for their commitment to quality, sustainability, and community engagement. Their involvement ensures that the new housing aligns with the community’s needs and aspirations.
Infrastructure Enhancements and Green Spaces
Recognizing that revitalization extends beyond housing, Phase 1 encompasses significant infrastructure improvements by both cities. This includes the installation of new waterlines, sewers, and streetscapes along Euclid Avenue, Woodlawn Avenue, and Penrose Avenue. These upgrades are designed to enhance the neighborhood’s functionality and aesthetic appeal.
Additionally, the plan features the creation of a community park, providing residents with accessible green space for recreation and gatherings. This park is envisioned as a central hub for community interaction and engagement.
Economic Development and Job Creation
A cornerstone of the transformation is the renovation of the 25,000-square-foot Mickey’s building on Euclid Avenue. This commercial space is set to become a biotech hub, with Verdynt Biotech planning to establish operations that could bring approximately 100 jobs to the area. This development not only revitalizes a long-vacant building but also stimulates economic growth and provides employment opportunities for residents.
Supporting Existing Residents
Ensuring that current residents benefit from the neighborhood’s revitalization is a priority. The Cuyahoga Land Bank has initiated home renovation programs, providing grants averaging $19,000 to assist long-time homeowners with repairs and improvements. These efforts aim to preserve the community’s character and prevent displacement by enhancing existing homes and increasing property values.
