Circle East District is an up-and-coming neighborhood built on a rich history and an exciting vision for the future. Created through a partnership between Cuyahoga Land Bank, local institutions, community partners and residents, the District is transforming non-productive land into a vibrant, sustainable community where culture, commerce and connection will thrive.

Located just east of University Circle and north of Little Italy, Circle East blends historic character with modern, sustainable homes and spaces designed for today’s lifestyle. The redevelopment includes building more than 200 new homes, revitalizing a landmark building and adding green recreational areas, all working together to create a welcoming, equitable neighborhood for current residents and newcomers alike.

With its intentional design, thriving cultural roots and opportunities for new businesses, Circle East District is where culture, community and change converge.

Cleveland’s Rich History

Founded more than two centuries ago by Moses Cleavland, our metropolis grew quickly because of its location near water. This access made the city a manufacturing and shipping hub. While those industries eventually declined, Cleveland, agile as ever, shifted its economic focus to healthcare, education and cultural institutions.

As streetcars and railroads became more widely available, suburbs developed with East Cleveland as its first. This municipality was designed to offer a relaxed, scenic alternative to downtown living while providing easy access to University Circle and the city’s core. Today, mirroring the adaptability Cleveland exemplifies, East Cleveland is undergoing a revitalization that offers residents and newcomers alike a place to call home, a place to grow and nurture family, and a place to steward.

Beyond the revitalization of the neighborhood, Cuyahoga Land Bank in collaboration with its partners is crafting modern, sustainable homes built for the future that will include rooftop solar panels, accessibility to public transportation, EV chargers in every garage, residential energy efficiency tax credit and many other incentives. FURTHER COMMUNITY INVESTMENTS

Beyond the work happening in Circle East District, which includes parcels in East Cleveland, Cleveland and Cleveland Heights, other nearby neighborhoods are undergoing transformation. This combined work strengthens the community and county as a whole while deepening the roots residents feel for this space. Investments include:

  • Cleveland Metroparks is expected to assume management of the 170-acre Forest Hill Park, breathing new life into the historic area
  • Nela Park was sold in 2022 with plans to renovate and improve the 90+ acre property as a mixed-use redevelopment, attracting new tenants and creating more opportunities at this iconic site
  • A gated housing community by a California developer is proposed just north of the Circle East District as part of efforts to bring in new residents to East Cleveland
  • A $100 million mixed-used development by Genesis Global is planned for the former County-owned property on Euclid Avenue, following its sale in 2023
  • 1705 Noble Road, a 9.8-acre property, is being redeveloped under the leadership of JobsOhio and Team NEO
